PRESENTATION DESCRIPTION
This session will highlight the recently published ACRP Report 244: Advancing the Practice of State Aviation System Planning guidebook which was developed in direct response to a call for research topics from the National Association of State Aviation Officials (NASAO). This is the first and only national guidebook developed that addresses the importance of conducting and implementing state aviation system planning. The guidebook is organized to help audiences through the three main phases of an aviation system plan study – including scoping, developing, and implementing. It was created to be used as a companion to the FAA’s Advisory Circular 150/5070-7 The Airport System Planning Process that offers insight on the considerations that must be taken into account to develop a project scope and mission that follows federal guidance and meets the needs and constraints of individual state aviation agencies.
While this guidebook’s intended audience is state aviation agency staff (often a division of a state department of transportation [DOT] or an aeronautics commission), there are many stakeholders that are involved in the process and may find the content in this resource useful, including airport managers and sponsors, user groups, other modal agencies or departments, regional planning organizations, consultants, educators, students, and more.
This presentation will address the research conducted for the guidebook, the development and industry testing of the guidebook, and practical ways it can be used to help set states and regional airport systems up for success in conducting their next aviation system plan.
SPEAKER BIOGRAPHY
Georgia has four years of experience working on a variety of transportation planning projects, including Intelligent Transportation System (ITS), regional multimodal, and urban mobility planning. She specializes in statewide aviation system planning and has had the opportunity to work with several state departments of transportation in the Midwest region and beyond. Georgia has developed a keen understanding of the nuances of state aviation system planning and has conducted data collection and system performance analyses for a number of statewide aviation system planning projects, covering hundreds of airports. Georgia has assisted in conducting aviation activity forecasts, airport classification analyses, and developing system recommendations. She is highly skilled in the use of ArcGIS and other ESRI products to support geospatial analyses needed to assess aviation system coverages. She thrives in connecting with aviation stakeholders via all forms of public outreach (virtual and in person) and has led and supported public involvement efforts for many state system plan projects. Her experience has provided her with a keen understanding of what makes each state’s aviation system unique.
