PRESENTATION DESCRIPTION
Caltrans views the system planning process as an opportunity to simultaneously meet Federal expectations and State planning goals. The two overarching core California efforts are alignment with a One Plan concept and consistency with the Foundational Principles of Caltrans. The One Plan concept is to align all of California’s statewide plans with each other. These plans would include the California State Rail Plan, the California Statewide Strategic Transit Plan, and the California Aviation System Plan (CASP). Although early in the process, the goal of One Plan is to have a eventually unified schedule for preparation and deployment, and when possible, consistency in plan structure. This process would expand and solidify the processes of the California Transportation Plan 2050 that bundled independently produced existing modal plans. The second overarching element is adherence to the Foundational Principles of Caltrans, Safety, Climate Change, Equity and Economic Prosperity. Examples of the manifestation of these principles include efforts to encourage the use of Safe Alternative Fuels (SAF), improve intermodal connectivity, enhance Active Transportation and, inclusive coordination with a broad segment of California’s population in the planning process. Caltrans is keenly aware of past instances of “infrastructure trauma” that has been sustained by marginalized communities. An example of this focus is planning activities surrounding the emerging presence of Advanced Air Mobility.
SPEAKER BIOGRAPHY
Matt Friedman is the Chief of the Office of Aviation Planning in the Caltrans Division of Aeronautics. Originally from Burlingame, CA. he earned degrees from Macalester College (Biology, Anthropology) the University of North Carolina (Masters in Regional Planning) and Hebrew Union College (MAHL, rabbinic ordination, Honorary Doctor of Divinity.) Friedman oversees statewide airport area land use planning providing guidance to airport land use commissions and local agencies, and review of proposed legislation. He directs review and response to local airport issues. Current projects include revising the California Airport Land Use Planning Handbook and the Aviation System Plan. He participates in research projects, including. Before working at Caltrans Friedman an appointed member of an Airport Commission and a Planning Commission. Friedman is a chaplain in the California State Guard at the rank of Major. He is assigned to the 195th Support Wing. Friedman was an instructor at the University of Phoenix for 10 years. Friedman was elected to two terms as a member of the Center Unified School District Board of Trustees and two years as board president. He is married to Mary Friedman, a teacher at Jesuit High School in Sacramento. Their daughter, Talia, is a Seattle University sophomore.
