SPEAKER BIOGRAPHY
Lieutenant Commander Bryan J. Andrews is a Naval Architect currently serving as a Staff Engineer within the Naval Architecture Division of the Office of Design & Engineering Standards. LCDR Andrews is responsible for providing technical expertise in the areas of vessel stability, load lines and structures for the development and review of domestic regulations and international standards. Additionally, LCDR Andrews is the Executive Director of the Ships Structure Committee, a multi nation interagency research and development Committee supporting ship structure studies.
LCDR Andrews is a 2012 graduate of the Coast Guard Academy, where he earned a Bachelor of Science degree in Naval Architecture and Marine Engineering and in 2022, he earned a Master of Science in Engineering (MSE) degree in Naval Architecture and Marine Engineering from the University of Michigan.
Prior to his current assignment, LCDR Andrews attended the University of Michigan apart of the Coast Guard’s Marine Safety Engineering Post Graduate Program. During his last operational tour, he served as the Port State and Domestic Vessel Branch Chiefs at Sector Delaware Bay where he was the senior Marine Inspector coordinating domestic and international vessel inspections and marine casualties within the Delaware Bay region. In 2017, Lieutenant Andrews earned his initial Marine Inspection qualifications performing commercial vessel inspections as an Apprentice Marine Inspector at the Sector St. Petersburg Prevention Division office in Tampa, Florida. He was also assigned to USCGC DEPENDABLE (WMEC-626) as a student engineer and Damage Control Assistant from 2012 through 2014.
In 2019, he earned his permanent CG Marine Safety Insignia. His awards include the Commendation Medal, Coast Guard Achievement Medal (three awards), and numerous other personal and team awards.
LCDR Andrews is a Michigan native currently residing in Fairfax, VA with his spouse. In his spare time, he enjoys traveling, camping, and perfecting his homemade pizza dough.
PRESENTATION DESCRIPTION
Alternative energy, power generation and novel designs have the potential to reduce greenhouse gas emissions and enhance the sustainability of the maritime industry. However, there are some gaps between Coast Guard regulation, and standards for these emerging technologies in the marine environment, which poses challenges for their adoption and implementation. This presentation will explore how equivalency requests, into the Coast Guard, through Design Basis Agreements can be used to address this gap, by utilizing the existing regulation and standards from other sectors and international communities, or by using first principal engineering to establish goal-based framework ensuring an equivalent level of safety.
