Biography
Jennifer Abrams has 15 years of experience in hydrologic and hydraulic analysis and design for infrastructure projects. She is a Section Manager at HDR and works on a variety of water resources projects, in phases from planning through design and construction. Jennifer works on many types of projects, including sea level rise and climate resiliency evaluations, fish passage/channel restoration design, highway and rail drainage design, hydromodification and treatment assessment and design, bridge hydraulics and floodplain studies. Most of her projects are for public agencies in the Bay Area and throughout California.

Biography
Vishal Ream-Rao is the Climate Change Planning Coordinator at Caltrans Bay Area's Division of Transportation Planning and Local Assistance. In this role he coordinates with other Caltrans Divisions and agency partners throughout the Bay Area to advance climate change resiliency through studies and project-level consultation. Before joining Caltrans in 2018, Vishal worked for the City of St. Helena Planning Department in the Napa Valley. He holds a B.A. in Environmental Studies from Sacramento State University and a Masters in City and Regional Planning from Rutgers University with a focus on transportation risk and security.

Biography
Arnica MacCarthy is an Office Chief at Caltrans Headquarters Department of Environmental Analysis over NEPA Assignment and the Coastal Program, recently transitioning from Environmental Planning and Project Delivery for Caltrans Bay Area District where she was the Lead Environmental Planner for the Gleason Beach Roadway Realignment Project. Prior to starting at Caltrans, Arnica worked in environmental and current planning at local agencies within California and Washington States. Arnica is a California native and currently lives in the Bay Area.
