Biography
Kees van Muiswinkel works for Rijkswaterstaat in the Netherlands and is senior advisor on climate change adaptation of road infrastructure.
Climate Change Adapation is a focal point for Rijkswaterstaat next to asset managemenet. In the energy and climate team Kees works on mainstreaming climate change adaptation in the working procedures of Rijkswaterstaat and the Ministry. He works on policy goals for adaptation, leads the Rijkswaterstaat helpdesk for energy and climate and is part of the core team for climate resilient infrastructure of Rijkswaterstaat.
This resulted in the climate stresstest of the highways in 2019, and many consequent sponsored studies on specific objects, measures, resilience in asset management, cost benefit analyses and policy.
Kees is involved in the collaboration between Federal Highway Administration (US) and Rijkswaterstaat on the topic of resilience of infrastructure. He was co-chair for the TR2019 resilience conference and was member of the planning committee of the 2015 TRB International Conference on Surface Transportation System Resilience to Climate Change and Extreme Weather Events.
He was member of the Program executive board and project manager for the European CEDR calls ´Road owners adapting to climate change´ (2012), the climate adaptation call ‘From Desk to Road’ (2015) and presently for the 'Climate Change Resilience call' (2021), resulting in hands ons guidance for road operators.
Kees was educated as an Environmental Engineer at Wageningen University in the Netherlands. Before joining Rijkswaterstaat in 2007 he worked as a consultant on the topic of soil pollution research, preparing for soil remediation and policy development.
Rijkswaterstaat is part of the Dutch Ministry of Infrastructure and Water Management and is responsible for design, construction, management, maintenance and replacement and renovation of the national highways, waterways and water systems in the Netherlands.
