Biography
Mr. Khalid Mohamed, P.E., is a Senior Geotechnical Engineer with the FHWA Office of Bridges and Structures. He has 22 years of federal service, leading teams to support geotechnical and transportation initiatives, research, programs. He supports FHWA geohazards events response, climate change resilience initiatives, etc. He led geotechnical engineering design and construction management teams for projects within Federal parks, forests, wildlife refuges, etc. He holds a master’s in Civil (Geo-environmental) Engineering from Howard University, and has his Project Manager Professional (PMP) certification.

Biography
Suraiya Motsinger, AICP, is a member of the Sustainable Transportation Team in the Office of Natural Environment at FHWA Headquarters. Suraiya joined FHWA in the Fall of 2021, bringing with her a decade of transportation planning experience from her time working for several MPOs and in private consultancy. Suraiya has worked in multimodal network planning, infrastructure resilience, and planning for underserved populations. Her current areas of focus electric vehicles and carbon reduction strategies.
Tashia Clemons

Biography
Tashia Clemons is a Senior Transportation Specialist in the Office of Stewardship, Oversight and Management. As a member of the Asset Management Team, she provides leadership on Asset Management guidance and regulations. She works with FHWA offices, States, and local agencies to develop and implement Asset Management Plans. Tashia was the Director of Planning, Environment and Right of Way in the California Division from 2016 to 2021. She has 32 years of Federal service and served as the Acting Assistant Division Administrator for the FHWA District of Columbia Division Office from January to April of 2014. Tashia has a BS degree in Urban Studies from the Johnson C. Smith University, Charlotte, NC 1991.
