Biography
Pamela Cotter Administrator of Planning, RIDOT Pamela Cotter is Administrator of Planning at Rhode Island Department of Transportation, where she has worked for more than 7 years. Pam manages a team of 33 planners, engineers, and analysts that are charged with developing and continuously updating RIDOT’s 10-Year Plan. Other duties include monitoring federal transportation policy, transportation asset management and resiliency efforts for the Department, and RIDOT’s Transit Office is now a part of that Planning team. Pam previously served as Policy Director at RIDOT, where she helped developed the Department’s 10-Year Data Plan, was part of the team that ran the successful Autonomous Vehicle Shuttle pilot in Providence known as “Little Roady,” and led a grant-writing effort that has helped acquire an additional $400 million in discretionary funding for the state’s transportation capital projects. Prior to joining RIDOT, Pam had a 25-year career as a journalist, including 13 years as an editor at The Providence Journal. A Pittsburgh native, Pam also was the managing editor at The Daily News in McKeesport, Pa., and is graduated from Duquesne University. .
