Technical Session P: How Midwestern State Departments of Transportation are Addressing Resilience

Session Description
The panel will start with a presentation providing an overview of the federal context (e.g., PROTECT program) and common threads between state DOTs in resilience implementation. Three other panelists will then present on their specific climate change resilience programs and efforts, where they see the process going, and lessons learned. In addition to discussing the development of vulnerability assessments and resilience improvement plans, they will highlight the strategies that they have seen be effective in building both more resilient infrastructure and agency support. They will also touch on unexpected challenges and insights gained. These presenters include 1) Scott Phinney with Ohio DOT, 2) Zach Rable with Michigan DOT, and 3) Brian Shekleton with Minnesota DOT. Each of these state DOTs have been working on resilience for several years and have robust programs to enhance the resilience of their agencies.
Over the course of the presentations and the subsequent moderated discussion, participants will be able to understand the similar but different approaches these three state DOTs are taking. Comparing and contrasting their approaches will help illuminate where they can learn from each other and how the audience can build on all of their best practices, especially for inland risks like flooding and extreme heat.
