Biography
Shuake Wuzhati is a Senior Consultant at CPCS and brings extensive experience in data-driven transportation planning, informed by her training in engineering and economics. Prior to joining CPCS, Shuake led projects for a US Metropolitan Planning Organization, including regional freight planning, transportation big data analytics, machine learning insights, travel demand modeling, data visualization and software development projects. Since joining CPCS, she has led and conducted freight analyses for several regional and statewide studies.
Co-presenter Biography
Donald Ludlow, AICP leads CPCS’s US consulting practice and is an expert at applying freight data to improve freight policy, planning, and operations outcomes for government and corporate clients. With more than 20 years of experience in freight and public policy, he has leveraged his expertise in data-driven freight analytics to advise the U.S. Department of Transportation, numerous state DOTs, MPOs, multi-state coalitions, carriers, asset owners, and equity investors. He is nationally known for his work and from 2016-2018 he served as the AASHTO/FHWA Subject Matter Expert on freight data and from that effort authored the Freight Data Planning Guide for Improved Transportation Planning. He is the Freight Operations Instructor for the National Operations Center of Excellence and the immediate past chair of the TRB Freight Transportation Data Committee. Donald has a Master of Community Planning (University of Maryland) and a BS in Planning and Resource Management (Brigham Young University). He is a member of the American Institute of Certified Planners (AICP) and is fluent in Spanish.
