Biography
Donald has 23 years of management consulting experience in transportation strategy, policy and operations. He has advised public agencies and corporate clients across North America on a wide range of issues including trade, freight, economic development, business planning and strategic research.
He is the former chair of the Freight Transportation Data Committee of the Transportation Research Board (TRB) and, since 2013, has instructed hundreds of students on freight operations issues for the Operations Academy of the National Center for Operations Excellence. He was also the SHRP2 C20 Subject Matter Expert on Freight Data for the American Association of State Highway and Transportation Officials (AASHTO) and for the Federal Highway Administration (FHWA).
At CPCS, Donald leads the firm’s US infrastructure advisory practice. He has recently assisted Washington State with an update to its state freight plan. He is currently leading the development of a Research Strategic Plan for Minnesota DOT and is assisting Utah DOT with a statewide truck parking study.
Donald is a member of the American Institute of Certified Planners (AICP) and is fluent in English and Spanish.
