Speaker Biography
Kelsey Cooper is a policy analyst in the Technology Innovation and Policy Division at Volpe, where she supports policy research focused on emerging transportation technologies. She has provided support to the Office of the Secretary of Transportation (OST), the Federal Transit Administration (FTA), Intelligent Transportation Joint Program Office (ITS JPO), and the Federal Highway Administration (FHWA). Cooper's current research topics include intelligent transportation systems, complete streets, climate change, automated transit buses and shuttles, and smart cities. She also supports federal grant programs and advisory committees related to transportation innovation.
Prior to joining Volpe, Cooper worked for SRI International in Washington, DC. During her time at SRI, she led numerous federal research projects related to science and technology policy at the National Science Foundation and the U.S. Department of Energy. Cooper has also served as a U.S. Department of Defense fellow, where she worked on hypersonic technologies research.
Cooper holds a master’s degree in public administration with a focus on systems analysis, integration, and regulation from Indiana University’s O’Neill School of Public and Environmental Affairs and a bachelor’s degree in information technology from Indiana University.
