Cassie Bhat is a Senior Managing Consultant at ICF on their Climate Adaptation and Resilience team. She has been working with transportation agencies, cities, and other clients for the past 10 years to help assess and manage their climate risks. She helped develop the FHWA Vulnerability Assessment Scoring Tool (VAST) framework, and has led several vulnerability assessments with State DOTs and MPOs. She has also helped FHWA in supporting their climate resilience pilot program and synthesizing best practices across agencies.
