    Bio: Kees van Muiswinkel works for Rijkswaterstaat in the Netherlands and is senior advisor on the subject of climate change adaptation of road infrastructure.

    Kees is part of the core team for climate resilient roads, waterways and water systems of Rijkswaterstaat and was project leader for the climate stresstest of the road network in 2019, and previously for the blue spot study in 2012. Currently he works on mainstreaming climate change adaptation within Rijkswaterstaat and the Ministry of Infrastructure and Water Management.
    This includes policy development, risk dialogues and integration of adaptation and resilience in performance management and replacement and renovation of infrastructure.
    Kees is involved in the collaboration of Federal Highway Administration (US) and Rijkswaterstaat on the topic of resilience of infrastructure. He is co-chair for the TR2019 resilience conference and was member of the planning committee of the 2015 TRB International Conference on Surface Transportation System Resilience to Climate Change and Extreme Weather Events.
    He was member of the Program executive board and project manager for the European CEDR 2012 call ´Road owners adapting to climate change´ and of the CEDR 2015 climate call ‘From Desk to Road’.

    Kees was educated as an Environmental Engineer at Wageningen University in the Netherlands. Before joining Rijkswaterstaat in 2007 he worked as a consultant in the working field of soil pollution research, preparation of soil remediation and policy development.

    Rijkswaterstaat is part of the Dutch Ministry of Infrastructure and Water Management and responsible for the design, construction, management and maintenance of the main infrastructure facilities in the Netherlands.

    Durk Riedstra Ministry of Infrastructure and Water Management - Rijkswaterstaat Water, Traffic, EnvironmentErik Schumacher Province of Zeeland A former police-officer of the Federal Highway Police, Ellen Moens works at Rijkswaterstaat /National Highway Traffic Center since 2009. She is responsible for emergency management-situations on the Highways. This includes the organization of planned events, such as the Nuclear Safety Summit 2014 and the start of the Tour de France in 2010 en 2015 . One other main project is designing a national evacuation strategy.

    Durk Riedstra is involved under more in the following projects and programs:
    - WAVE2020. Advising safety regions on flood vulnerability studies
    - Working group Safety of Expertise Network Flood Protection.
    - National coordination committee regarding flood threats
    - Delta Programme
    Before Rijkswaterstaat Durk worked for the National Institute for Health and Environment and in consultancy.

    Erik Schumacher is senior policy advisor for mobility, spatial and urban planning and multilayer water safety with the province of Zeeland. He is involved in drawing up the Provincial Traffic and Transport Plan, the spatial plan including major transportation projects, and in strategies for water safety and fresh water supply for the southwestern Delta of the Netherlands as part of the nationwide Delta program. Since early 2018 he is part-time project manager for the National vital & vulnerable infrastructure program.
