Bio: Garland is a Louisiana coastal native and professional associate/senior water resources engineer with HDR Engineering. He is a senior civil and environmental engineer with 40-years diverse experience in project planning, engineering, and management. He is a doctor of science systems engineering candidate at the University of South Alabama with studies focused on coastal systems and developing fragility and recovery models associated with coastal hazards in association with the National Institute of Standards and Technology (NIST) funded Colorado State University (CSU) Center for Risk-Based Community Resilience Planning IN-CORE v2.0 research program. He will complete his doctoral degree in Spring 2020 supported by his adviser, Dr. Bret Webb.
