From Vision to Reality: Cities Making Autonomous Mobility a Public Service -
Hamburg is the capital city for autonomous in Europe – A perspective from a European city
Relevance of the content to automated road transportation: Hamburg’s future holistic mobility
system and the role of autonomous mobility
Hamburg aims to make public transit available to all residents within 5 minutes, at any time and any
place. Therefore, Hamburg is integrating new mobility services into its existing mobility system.
Autonomous mobility services with up to 10,000 electric, shared AVs are to be the next piece of the
puzzle of the future holistic mobility system.
To support this program, a memorandum of understanding has been signed between the German
Federal Ministry of Digital and Transport and the Authority for Traffic and Mobility Transition
Hamburg, declaring Hamburg as the Metropolitan Mobility Model Region in Germany. Additionally,
Hamburg will proudly host the UITP summits in both 2025 and 2027.
Expectations of Autonomous Mobility Services from Hamburg
Hamburg embraces the promise of autonomous mobility services, where transportation is safer,
more efficient, and environmentally sustainable. The city is hoping for reduced congestion, emissions,
and increased accessibility. Addressing the shortage of bus drivers, autonomous vehicles are to offer
a reliable alternative. However, public trust depends on evidence of effectiveness and a transparent
process. Hamburg is aiming for a future where mobility is autonomous, equitable, and beneficial for
all.
Hamburg Roadmap for AV-Deployment
Hamburg is making progress with the introduction of autonomous vehicles (AVs) on its roads, using
lessons learned from previous AV-Shuttle projects. Supported by publicly funded projects such as
ALIKE, AHOI, and MODI, the city is addressing fundamental questions regarding citizen participation
and legal approvals. Ensuring residents are involved in the development and deployment process is a
priority for Hamburg, aiming for widespread acceptance and integration of AVs into daily life. Legal
expertise is being developed to navigate the regulatory landscape governing AV deployment and
enable a smooth transition to autonomous mobility. A significant aspect of this initiative is the
introduction of public autonomous shuttles, reflecting Hamburg's commitment to improving citizen
mobility through innovative transportation solutions. In collaboration with the private sector, the city
aims to optimize the roll-out process and promote innovation in urban mobility. By the end of the
year, a closed test group is planned to provide valuable insights for the refinement of AV technologies
and prepare for a wider roll-out in the future. Looking ahead, Hamburg envisions building a
comprehensive ecosystem of autonomous mobility, integrating AVs into various aspects of urban life,
and positioning itself as a leader in sustainable transportation solutions.

Tim is the team lead Grant & Project Management for Autonomous and Digital Mobility at New Mobility Solutions Hamburg.
Tim is a passionate leader with a deep understanding of new mobility solutions. He thrives on developing connected and autonomous vehicles, cooperative systems, and innovative mobility concepts.
Max leverages his expertise, honed through his Master's thesis on conceiving an autonomous mobility concept for people and goods at the German Aerospace Center in 2020.
He has extensive experience managing complex innovation projects, including EU initiatives. He excels at bringing people and organizations together to drive co-creation and decision-making.
Tim is highly skilled at simplifying complex challenges and holds a Master of Science in Mechanical Engineering from the University of Stuttgart.
In his role as Team Lead Grant & Project Management, Max secures funding and oversees the execution of cutting-edge projects that are shaping the future of transportation.
Driven by the vision of a safer and climate-neutral future, Max is committed to supporting Hamburg's journey towards becoming a model city for digital mobility.
