The panel will discuss how Safety Management Systems derived from aviation and other industries may be applied to the autonomous vehicle (AV) industry. The panel will discuss the unique nature of the AV industry and its value chain, the history of safety management systems in various industries, and how the AV industry is approaching its own SMS development.

David Wichner

Chair, SAE On Road Autonomous Driving (ORAD) committee’s SMS Task Force
David Wichner is the Principal Architect, Safety Management System (SMS) at Waymo. In this role he tailors safety management best practices from across different industries to fit the broad and sometimes unique value chain functions found in the ADS industry. He takes a multi-disciplinary approach to apply abstracted lessons learned to the new challenges faced in the merge of high tech and automotive sectors. He also chairs the SAE On Road Autonomous Driving (ORAD) committee’s Task Force coordinating development of a Recommended Practice for an ADS-specific industry SMS.
Prior to joining Waymo, David led a large team at United Airline’s TechOps, including the technical publications, global supply chain systems and processes, and IT portfolio planning for the maintenance division. While at United, he also chaired the aviation industry’s eBusiness Steering Group for the Air Transport Association (ATA). Subsequently, as a consultant, he led the business process re-engineering effort for FAA’s Safety Assurance System (SAS), and was Program Manager for NASA’s Aviation Safety Reporting System (ASRS). Just prior to joining Waymo, David led the enterprise Safety Culture and SMS programs at PG&E.
David holds a Master of Science, Project Management (MSPM) from Embry-Riddle University, a Bachelor of Arts, a PMP certification, and FAA A&P license. His primary areas of academic interest are safety culture, Human and Organizational Performance in complex socio-technical systems, and safety concern reporting.
