This presentation will provide an in-depth overview of CDOT's Floor Drain (FD) Program, focusing on the evolution, challenges, and successes of the water treatment processes implemented at approximately 45 maintenance facilities across the state. Attendees will gain insight into the history and objectives of the FD Program, including the impact of saline water on treatment systems, the effectiveness of various treatment technologies, and the ongoing challenges in maintaining water quality. The presentation will also cover lessons learned from early treatment methods and highlight the innovations and improvements made in more recent systems, particularly in salt removal and system longevity. Finally, we will discuss future recommendations aimed at standardizing and simplifying treatment systems while continuously evaluating and innovating to meet the unique needs of each facility.

Speaker Biography
Mr. Woodard is a Project Director with the Remediation Services team at Weaver Consultants Group, bringing over 28 years of experience in managing complex and diverse projects within contaminated land assessment, remediation, and redevelopment. He is well-versed in providing services under major federal and state environmental regulatory programs, including CERCLA, RCRA, UST/LUST, VCUP, CWA, CAA, NEPA, SARA, and UIC.
As a professional geologist, recognized environmental professional, and certified water professional, Mr. Woodard has successfully completed numerous projects involving real estate due diligence, engineering and construction management, multi-phase environmental site assessments, risk-based corrective action, redevelopment, hydrogeological investigations, groundwater impact assessments, remediation planning and implementation, engineering evaluation/cost analysis, post-remedial assessment, and regulatory compliance.
Mr. Woodard serves as the Program Manager for two separate CDOT contracts: one for Statewide Non-Specific Environmental Engineering and Site Remediation Services, and the other for the management of CDOT’s approximately 45 FD facilities.
