Recent Federal legislation, such as Justice 40, aims to increasingly ensure that Federal investments around infrastructure areas, including clean transit, benefit marginalized, underserved, and communities overburdened by pollution. As such investments increase, implementing data-driven methodologies to track impact and progress of such investments on the communities of focus will be imperative to determining the success of such initiatives. As part of a California Energy Commission (CEC) EV Blueprint grant, the City of Sacramento is launching three community zero-emission transportation programs with the intention of providing access to cleaner transportation options in historically disadvantaged communities. To support this work, AECOM is working with the City to monitor the equity impacts of these projects. This presentation will discuss the monitoring dashboard and resulting equity strategy to track the equity impacts and success of the community zero-emission transportation programs through metrics and key performance indicators. The community programs being launched by the City through the EV Blueprint grant target disadvantaged communities and include the installation of Level 2 EV chargers, a pilot e-bike lending program, and expansion of an EV car share program.
Speaker Biography
Ms. Rink is AECOM's Metro Executive for the Denver Region, and an Associate Vice President in its Energy practice. She formerly served as the Chief Climate Officer for the City and County of Denver, CO, and Executive Director of its Office of Climate Action, Sustainability, and Resiliency, an agency dedicated to mitigating climate change and bolstering resilience with equity at the core of the work. During her leadership, Grace spearheaded adoption of progressive climate regulations and initiatives, including implementing stringent net-zero building performance standards and code requirements, introducing an innovative volume-based pricing system for waste management, and developing the nation's most prominent electric bicycle (e-bike) rebate program. Grace collaborates across AECOM's business lines – water, transportation, environment, design and planning, digital – to identify key opportunities and embed environmental, social, and governance (ESG) objectives into all client services.
