The FHWA Freight and Land Use Handbook is a resource for assessing the impacts of land use decisions on freight demand, as well as the impacts of freight-intensive development on communities. The objective is to support compatible development of freight-related land uses that serve the community and support economic development, while ensuring minimal impact on community quality of life. This is supported by tools for transportation and land use planning linkages, siting and design factors for freight-generating facilities, methods to mitigate impacts of freight activity on surrounding land uses and the environment, and strategies to meet freight needs of local communities in a manner that is compatible with land use planning, completed streets, and community coherence.
Speaker Biography
Jeff is the Freight Programs Team Leader in the Federal Highway Administration (FHWA) Office of Freight Management and Operations in Washington, DC. His team is responsible for the National Highway Freight Program, state freight planning, commercial vehicle size and weight, freight data and modeling tools, freight performance management, supply chain research, and truck parking. Prior to moving to FHWA Headquarters, Jeff served as the Technical Services Team Leader and Transportation Planner for the FHWA Wyoming Division.
Before joining FHWA, Jeff worked for a consulting firm in Michigan preparing community comprehensive plans, multi-modal transportation plans, environmental impact statements, and development codes. Jeff began his career as a community planner for the Air Force, working on base comprehensive planning and site plans for the military construction program.
Jeff has a Bachelor of Science and a Master of Urban Planning from Michigan State University. He is a member of the American Institute of Certified Planners (AICP) and an ITE Professional Transportation Planner (PTP).
