Biography
Chris is an economist with a finance and engineering background and over 25 years of experience in evaluating infrastructure investments, in terms of economic, environmental and social impacts. Project topics have included alternatives analyses of environmental impacts, water supply options, facility design and construction risks, statistical analysis of water quality risks, regulatory failure risks, levee failure risk and system reliability analyses. He brings a diverse set of analytical tools such as cost-benefit analyses, environmental valuation, financial analysis, cost-risk analyses, and statistics to his projects. Recently, he led a research program for HDR to better understand how economic analysis could assess equity in a project. The results have generated new insights into how the value of a project can be determined relative to the incomes of those affected by it.
