Speaker Biography
Ms. Sinclair serves as the Deputy National Household Travel Survey Program Manager in the Federal Highway Administration Office of Highway Policy Information Travel Monitoring and Surveys Division. Ms. Sinclair comes from the Naval Facilities Engineering Command (NAVFAC) where she served as a Community Planner at the Washington Navy Yard. Ms. Sinclair was responsible for handling logistics for the Commander of Navy Installations Command (CNIC). Prior to joining NAVFAC, Ms. Sinclair served as a Civil Engineer Inspector in Federal Highways Administration Central Federal Lands Division. Ms. Sinclair earned Bachelor of Science Degrees in both Mathematics and Physics from East Tennessee State University (ETSU), a Master of Science degree in Mathematical Sciences from ETSU, and a Bachelor of Science degree in Civil Engineering from the University of Tennessee (UT). Ms. Sinclair is a Licensed Professional Engineer for the District of Columbia.
