Speaker Biography
Ms. Mattice is a proven leader in legislative development, policy analysis, strategic planning, performance management, and communications with three decades of experience in the regional and federal government levels. As executive director of NVTC, she leads a team that manages more than $350 million a year in regional, state, federal, and toll revenue funding for transit services that support Northern Virginia, including the Washington Metropolitan Area Transit Authority. NVTC is the co-owner of the Virginia Railway Express commuter rail and runs the innovative Commuter Choice program that reinvests express lane toll revenues into transit and multimodal projects.
Ms. Mattice has a Masters in Public Administration from the Maxwell School at Syracuse University and a Bachelor’s degree from University of California, San Diego. She joined NVTC in 2014 following 13 years with the Office of Budget and Policy at the Federal Transit Administration where she rose to serve as the Deputy Associate Administrator for Budget and Policy.
