Bailey Coleman joined Sperry Capital in 2021, quickly becoming a key team member. Specializing in transportation and toll-related projects, Bailey advises high-profile clients such as the Los Angeles County Metropolitan Transportation Authority on the ExpressLanes program and the Santa Clara Valley Transportation Authority on the Silicon Valley Express Lanes Program. She also supported the Oregon Department of Transportation's tolling program and Caltrans' Roadway Pricing Strategic Plan. Bailey played a crucial role in the TIFIA reset loan for the $2.2 billion I-405 Improvement Project for the Orange County Transportation Authority (OCTA) and worked on bond anticipation notes and accelerated TIFIA disbursement. Bailey's responsibilities include financial analyses, managing transactions, financial modeling, risk assessment, and evaluating financing alternatives. Her analytical skills and detailed research have provided valuable insights, helping clients navigate complex financial landscapes.
Bailey often collaborates with Jim Martling (recently retired), Sperry's founder. Jim established Sperry in 1995 and built a legacy advising government and private sector clients on infrastructure projects. Notably, he was instrumental in the first U.S. express lanes financing in 2003, a $195.265 million toll revenue-backed financing for OCTA’s 91 Express Lanes. This project set the stage for innovative financings, including the 2023 refinancing rated AA. Jim's expertise was crucial in advising OCTA on its $2.2 billion I-405 Improvement Project, securing a $628.93 million TIFIA loan and a $900 million line of credit. Jim was also the financial advisor on six P3 bond issues totaling $2.4 billion for the NTE and LBJ express lanes in Dallas, Texas.
