Biography:
Jessica VanDenBogaert currently serves as the Emerging Transportation Coordinator at the Florida Department of Transportation. In this role, she is responsible for modernizing legacy programs including the Customer Survey Program, the External Factors Monitoring Program, and the development of the online home for the FDOT Source Book. She is an active member of the TRB Task Force on Knowledge Management and friend to a number of other committees. Her professional background is in transportation communications, writing, branding, and marketing though the degrees hanging on the office wall say “History”.
Florida DOT Multimodal Mobility Measures and Trends

Abstract:
The Mobility Measures Program (MMP) at the Florida Department of Transportation (FDOT) dates back to the 1990s. Over time, the MMP has evolved and expanded from a score of primarily roadway-related measures to over 70 multimodal measures and trends which are summarized in an annual “The FDOT Source Book” (Source Book). The FDOT Source Book – 2017 incorporated substantial improvements in terms of content and format. The newly added content included a Fast Facts page that highlights Florida’s transportation system and performance; transportation-related trends; and new performance measures on safety, accessibility, and non-SOV travel. Building upon the exhaustive updates in the previous edition, the 2018 Source Book included several new features: provided context to many of the mobility measures by linking measures and trends together; provided a comparison between Florida and national averages; and, included regional information for some measures. Over the course of 2018, FDOT coordinated with Districts, Metropolitan Planning Organizations (MPOs), Transportation Planning Organizations (TPOs) and FDOT Central Office program offices to gather feedback for future Source Book updates. FDOT is transforming the current Source Book into an integrated web platform, with on-demand geographical and temporal breakdown as well as visualization of mobility measures and trends, increased data availability through querying capability, and personalized reporting. This platform will empower the stakeholders with an additional tool to improve their decision-making process. The proposed presentation will discuss FDOT’s experience with developing mobility performance measures, our concerted effort to understand how external factors (which FDOT does not have control over) impact mobility, and present the digital Source Book. In this era of heightened focus on performance-based and data-driven decision making, attendees of this presentation can learn from FDOT’s experiences and build their own customized mobility measures program and improve their decision-making process.
