Colin Mulloy
Mr. Mulloy has over 18 years of experience in the transportation industry, having worked with various transit properties across the country, including federal agencies such as the FTA, FRA, FMCSA, DOE, and DHS. Colin holds the World Safety Organization-Certified Safety and Security Director professional accreditation in transportation and the Associate Safety Professional with the Board of Certified Safety Professionals as well as the FTA’s Transit Safety and Security Program.
In his position with HART, Mr. Mulloy is leading the team of professionals in Safety and Security departments.
Mr. Mulloy holds a bachelor’s degree from Ohio University and is finishing an Executive Masters in Business Administration at the University of North Alabama. He is currently sits on the FTA / CUTR Safety Standards Working Group and is a member of the Florida Transportation Safety and Operations Network. He has also completed the Federal Emergency Management Agency’s Professional Development Series and is a certified Louisiana Emergency Manager in Transportation with LEPA

Rebecca Zelt is a 23 year veteran in the transit industry and is currently serving as the Managing Director of Safety and Security for King County Metro in Seattle, WA. In this role, she has responsibility for all safety, security and emergency management programs, and is her agency's designated Chief Safety Officer.

Andrew Krum
Mr. Andrew Krum is a group leader and senior research associate in the Center for Truck and Bus Safety at the Virginia Tech Transportation Institute. Recently, Andrew began serving with NIOSH through an Intergovernmental Personnel Agreement to help develop new information and scientific knowledge pertaining to COVID-19 engineering controls for heavy and commercial vehicles under the Occupational Safety and Health Technical Assistance to Re-open Industries Safely Program.
