SPEAKER BIOGRAPHY
David Swallow is Deputy Chief Executive Officer for the Regional Transportation Commission of Southern Nevada (RTC). In his role, David oversees RTC’s planning, engineering, and funding programs for transportation infrastructure, development of new transit facilities and systems, implementation and support of emerging technologies, and management of roadway and freeway operations. He is a licensed professional engineer in the state of Nevada and earned both Bachelors and Masters of Science degrees in Civil Engineering from the University of Nevada, Las Vegas.
David's team comprises several departments, including the Metropolitan Planning Organization, Capital Project Development, Streets & Highways, Information Technology, and Traffic Management. Key efforts include developing a long-term vision and related plans for improving mobility in southern Nevada, administering a capital improvement program of roadway and multi-use trail projects, developing high capacity transit lines on key corridors, managing the public bike share system, and overseeing traffic operations and incident response for the metro area's network of roadways and freeways.
David is active in his profession and in the community, currently serving on the University of Nevada, Las Vegas Alumni Association’s Board of Directors and the Department of Civil and Environmental Engineering and Construction Advisory Board. He has been a long-standing member and Fellow of the American Society of Civil Engineers as well as active member of the Institute of Transportation Engineers and Intelligent Transportation Society of America. He is also a member of the Southern Nevada Bicycle Coalition and a certified League Cycling Instructor with League of American Bicyclists.
