SPEAKER BIOGRAPHY
Stephen Woelfel has served as the Massachusetts Department of Transportation’s (MassDOT) Deputy Executive Director in the Office of Transportation Planning (OTP) since May 2016. As Deputy Executive Director, Steve assists the Executive Director in setting the strategic policy and planning direction that guides OTP, which is an enterprise service and supports the planning needs of MassDOT’s Operating Divisions and the Massachusetts Bay Transportation Authority (MBTA). This support crosses over a wide range of areas including metropolitan and statewide planning related to our federal surface transportation program, as well as, both capital and long-range planning. OTP also performs studies and research projects to determine the appropriate solutions for the transportation problems encountered by the Divisions and the MBTA.
Prior to being named Deputy Executive Director, Steve held the role of Director of Strategic Planning. In this position, he provided oversight over a wide range of activities in the areas of modal and regional planning, sustainability, and research. He spearheaded the completion of MassDOT’s latest statewide transportation plan, we Move Massachusetts. Previously, he also served as OTP’s Manager of Statewide Transit Planning.
Steve has also served in various roles at the Massachusetts Bay Transportation Authority (MBTA) including Deputy Director of Planning and Manager of Long-Range Planning.
Steve received a B.S. in Business Management and Marketing from Cornell University and a Master’s Degree in Public Policy from Georgetown University.
