PRESENTATION DESCRIPTION

The Collaborative Visitor Transportation Survey (CVTS) Project, also known as CVTS, is an effort among the Federal Land Management agencies (FLMAs) to develop a common set of tools and measures for collecting data on users’ transportation-related experiences on Federal public lands. This set of tools and measures, packaged as a multi-agency generic clearance, was initially approved by the Office of Management and Budget (OMB) on November 14, 2014, and has been renewed twice, most recently in March 2021. The CVTS provides a more streamlined process for FLMAs to jointly (or individually) collect visitor feedback data, expediting the OMB information collection review process (per the Paperwork Reduction Act), and thus making surveys a more feasible tool for collecting input from the public.
This presentation will describe the CVTS and how FLMAs can use this tool for performance based transportation planning. The CVTS provides a mechanism whereby FLMAs can gather systematic data on a key component of the transportation planning process – the user experience, thus enabling the public to provide input regarding transportation planning on Federal Lands. The Compendium of Questions, a set of OMB-approved survey questions, cover a wide range of transportation topics and serve as valuable performance measures. FLMAs that collect visitor feedback via the CVTS can use the resulting survey data to better understand their performance with respect to user experience, establishing baseline performance measures and setting performance targets, as appropriate. The presentation will include specific examples that highlight how FLMAs, either individually or in collaboration with one another, have used the CVTS to measure performance and to inform their transportation planning.
