Speaker Biography
With over thirty years of experience in traffic design and operations, geometric design, and roadway safety, Mr. Barnett is a highly skilled professional. He has successfully led programs in these areas at both local and state levels, demonstrating his vast range of expertise. Mr. Barnett is a member of the National Cooperative Highway Research Program (NCHRP) Panel, currently serving on 17-71A, Proposed AASHTO Highway Safety Manual, Second Edition, and previously chaired the NCHRP Panel for 17-81, Proposed Macro-Level Safety Planning Analysis Chapter for the Highway Safety Manual. He has also served as a panel member on several earlier NCHRP Projects and Synthesis related to roundabouts, traffic signal crash warrants, highway workforce development, naturalistic driving studies, and Highway Safety Manual implementation efforts. Mr. Barnett is currently serving as a Traffic Operations & Safety Research Engineer with the Alabama Transportation Institute, where he continues to research various topics, including developing and preparing safety studies that require complex operational analysis and statistical evaluations of crashes.

The presentation showcases a comprehensive approach to road safety training and education, intending to produce highly knowledgeable road safety managers and practitioners. This approach will enable them to design, implement, and evaluate countermeasures and programs that improve road safety. Comprehensive educational and training programs are crucial for safety practitioners to learn road safety fundamentals and for continuing education to ensure that research results are effectively implemented. The presentation presents the research program's background, objectives, expected outcomes, methods, and results. The program addresses numerous critical issues, including consensus on education and training requirements, additional research needs, plans to obtain the necessary resources for developing materials, etc. In addition, the presentation seeks to explore the research results further and gather experiences, opinions, and recommendations from the audience.
