SPEAKER BIOGRAPHY
William (Billy) Hwang is a Research Scientist in the Texas A&M Transportation Institute’s (TTI) Mobility Analysis Division. He is a licensed attorney with 18 years of experience providing policy, planning, and management support for local and state transportation agencies. Prior to joining TTI in 2020, Billy was a Principal Consultant at WSP, managing funding and financing and strategic planning projects. From 2004 to 2016, Billy held staff and executive-level positions in local and state government agencies. Billy served for four years in executive leadership at local and state transportation agencies. He was Chief of Staff for the DC District Department of Transportation, where he led agency budgeting, funding, and procurement strategy for priority projects, communications, and legislative affairs. Before that, Billy served as the Deputy Director for the Baltimore City Department of Transportation and spent a number of years at the Maryland Department of Transportation (MDOT), rising to the position of Special Assistant to the State Highway Administrator and Deputy Assistant Secretary for Transportation Policy and Freight.
