PRESENTATION DESCRIPTION
The presentation will introduce SANDAG as the MPO for the San Diego region and the '5 big moves' comprising our Regional Transportation Plan, including 'complete corridors' and 'the next OS.' These planning efforts provide context for creation of a 'smart border system'. The presentation will hone in on the importance of the California-Mexico border region, including San Ysidro (busiest passenger border crossing in western hemisphere), Otay Mesa (second busiest US-Mexico commercial crossing in the nation handling billions in cross border trade annually), and the new Otay Mesa East port of entry an innovative project being built by SANDAG, Caltrans, and federal partners from the US and Mexico.
The presenter will describe key innovations planned for the new port, including variable tolling to ensure a reliable 20-30 minute average wait time (instead of the regular 2-6 hours that drivers and passengers experience crossing the border), weigh-in-motion technology to increase efficiency of cross border goods movement, interchangeable lanes to maximize throughput, flexible design enabling future expansion, and innovative project financing. Key takeaways include coupling port development with a secure transportation network suitable for trucks, managing the border ports 'as a system' within a larger network, providing system redundancy, and creating synergies with other intelligent transportation systems initiatives in the region (e.g. freight signal prioritization, EV infrastructure, vehicle-infrastructure technology testing).
SPEAKER BIOGRAPHY
As Senior Project Manager for the Otay Mesa East Port of Entry Project, Andrea Hoff plays an integral role in the coordination and project delivery of several complex interrelated projects for the new Otay Mesa East border crossing to ensure on-time completion of deliverables and outputs that support this binational, multimodal border crossing.
Most recently Dr. Hoff worked with Civic Solutions as a Senior Planner where she supported several Southern California cities, including Encinitas, San Marcos, and Jurupa Valley. Andrea also worked at AECOM as an Urban Planner where she supported the San Diego County Land Development Code Update. While working on her Ph.D., she was a Graduate Teaching Assistant for UC Irvine and she taught and researched sustainable and culturally sensitive design. Before beginning her Ph.D. program, Andrea worked for SANDAG for six years in Goods Movement and supported the execution of the MOU between SANDAG and Mexico to begin work on the OME POE. Andrea began her career at the City of Carlsbad as a Junior Planner focusing on CEQA/NEPA technical studies, and prior to that she worked for the City Heights Community Development Corporation as the Neighborhood Improvement Coordinator and Intern at Tijuana’s municipal planning agency.
Andrea earned her BA in Urban Studies & Planning/Latin American Studies from the UC San Diego, Master of City Planning from San Diego State University, and her Doctor of Philosophy in Planning, Policy, and Design from the University of California, Irvine.
