SPEAKER BIOGRAPHY
Joshua Cunningham is the Branch Chief of the Advanced Clean Cars Branch at the California Air Resources Board. This branch develops and implements the Advanced Clean Cars regulations, which includes the Low Emission Vehicle (LEV) greenhouse gas and criteria emission vehicle standards, and the Zero Emission Vehicle (ZEV) regulation. Additionally, the branch is developing the Clean Miles Standard (CMS), setting sustainability requirements for the ride hailing industry in California. The branch manages a number of programs to support the growth of the zero emission vehicle market, including fueling infrastructure, consumer outreach, and multi-agency planning.
Joshua has been with the California Air Resources Board for twelve years contributing to a number of advanced vehicle and emission reduction programs. He spent his first few years working on the ZEV regulation update focusing on technology feasibility and quantifying environmental benefits. Complementing this regulatory experience, Joshua helped launch the Plug-in Electric Vehicle Collaborative, addressing market barriers to the emerging ZEV sales. More recently, Joshua managed the Transportation Planning Section, leading the development and use of the CARB Vision scenario planning tool. The Vision program has been instrumental in analyzing the role of ZEVs in light-duty and heavy-duty applications for meeting long-term emission targets.
