SPEAKER BIOGRAPHY
Earl Adams, Jr. is the Chief Counsel for the Federal Motor Carrier Safety Administration. His office is responsible for legal policy on all aspects of Agency programs and activities including the development, issuance, interpretation, enforcement, and defense of FMCSA Safety Regulations before state and federal courts. He also provides executive leadership over the Agency’s rulemaking activities related to autonomous commercial vehicles.
Earl is a litigator and regulatory attorney with experience representing clients in both federal and state courts in commercial disputes and advising on regulatory compliance matters in several sectors, including aviation, rail and renewable energy. Prior to joining FMCSA, he was a partner in the litigation department of a national law firm and served as Managing Partner of the firm’s Washington, DC office. In the public sector, he served with distinction as chief of staff to the former Lieutenant Governor of Maryland, managing the Office and overseeing a portfolio of policy issues and budget priorities.
Earl earned a Juris Doctor from Boston College Law School, a Master of Public Administration from Harvard Kennedy School and a Bachelor of Arts, cum laude, from Morehouse College.
