SPEAKER BIOGRAPHY
Matt joined Spy Pond Partners in April 2023 following a thirteen-year career at the American Association of State Highway and Transportation Officials (AASHTO) serving as the Senior Program Director for Planning and Performance Management. In this capacity, Matt managed AASHTO’s policy and technical activities related to transportation planning, performance management (including asset management, organizational management, and risk management), planning research, and data management in collaboration with the state transportation agency representatives and association leadership. He also served as AASHTO’s lead on the policy aspects of connected and automated vehicles. Matt was instrumental in establishing many new and innovative programs supporting the AASHTO membership including:
--Establishing the Transportation Performance Management (TPM) Pooled Fund and Technical Service Program;
--Developing the joint AASHTO-FHWA TAM webinar series;
--Implementing a robust research program within the committees; and
--Envisioning and organizing many different technical conferences for the committee membership.

Matt earned his Urban Systems Engineer undergraduate degree from George Mason University in 1997 where he focused on transportation design and planning. He continued his studies on a part-time basis earning a Master of Science in Transportation Policy, Operations and Logistics in 2004 and a Ph.D. in 2011. Matt’s research focused on regional development and transportation with his dissertation delving into the use and applications of simplified transportation and land use modeling techniques to support the decision-making process.
