SPEAKER BIOGRAPHY
Justin Barclay is the Asset Management Manager for Johnson, Mirmiran, and Thompson (JMT) where he supports the Maryland Transit Administration since 2017, as well as providing asset management program support to Maryland Transportation Authority, and Maryland State Highway Administration. He has over a decade of experience working in strategic management, business process improvement and asset management roles focusing on program management and stakeholder engagement in the private and nonprofit sectors. Prior to his current role he was the embedded consultant Program Manager for the Maryland Transit Administration Asset Management program, Director of Development and Marketing for Habitat for Humanity, contracted Assistant Campaign Manager for the Baltimore Symphony Orchestra, and a 17-year role as a professional musician, both as director and soloist. Justin holds a Master of Public Administration in public and nonprofit management from the University of Baltimore, Master of Science in Leadership from Duquesne University, and a Bachelor of Music, voice and piano, from West Virginia University. In his spare time Justin is an avid traveler, having been to 14 countries, 34 states and counting, an amateur chef, and regularly attends opera, Broadway show and plays, and concerts both domestically and abroad.
