Speaker Biography
Michael Lawrence, JFA, was the study manager. He has extensive experience managing assignments related to alternative fuels, including EVs, as well as infrastructure finance, benefit-cost analysis, market studies, and other areas. Mr. Lawrence is also an expert in national and Statewide transportation planning and infrastructure finance issues. For example, he developed the Investment Adequacy section of Virginia’s Long-Range Transportation Plan, Vtrans2035. He has been part of a financial analysis team conducting ten separate due diligence traffic and revenue model reviews of TIFIA loan applications for the TIFIA Office. He prepared a VfM analysis report for FHWA. He developed and delivered FHWA-sponsored workshops at a dozen State DOTs to train SDOT staff in applying economic analysis to infrastructure planning. He led the organization and delivery of the Transportation Economic Symposium for FHWA. He is a founding member of the TRB Congestion Pricing and Alternative Fuels Committees and current Chair of the TRB Economic Development and Land Use Committee.
