Transportation policy and planning decisions have significant equity impacts: they affect the allocation of public resources, quality of life, economic opportunities, and uneven external costs. This session explores equitable transportation as it relates to economic development and land use.
Speaker Biography
Edward Starks is a Transportation Specialist at FHWA HQ on the National Systems and Economic Development team. Edward has about 12 years of transportation planning and economic development experience. He is a mid-career hire that started at Eastern Federal Lands Highway Division (Ashburn VA) in 2017. Prior to the federal government Edward worked at the Grand Strand area metropolitan planning organization housed within Waccamaw Regional Council Governments in SC. On the local he gained critical experience how transportation/infrastructure investments and economic development intersect working as an Urban, Rural, and Transit planner assisting on the local region’s economic outlook board.
