Session Description and Agenda
Description
Both artificial intelligence (AI) and automated/autonomous vehicles (AVs) have been hyped to the high heavens as beneficent, super-powerful aids to the human condition. At the same time, the potential perils of each have been castigated as the end of jobs as well as human connectivity and purpose. Whether we move closer to the peril side or the promise side of these prognostications may depend on the regulatory landscape for AI and for AVs. While the governance of AI – as it relates to AVs – does not yet have a working model, this session will look at emerging AI regulation and discuss implications for AVs. Participants will engage in debating whether a future “heaven” or “hell” scenario is more likely.
Agenda
Panel One will describe new AI governance in the EU, UK, Canada, and the AI Executive Order and pending AI legislation in the U.S.
Moderator: Karlyn Stanley, Senior Policy Researcher, RAND Corporation
• Dr. Michael Braisher, Head of Innovative Mobility, International Vehicle Standards, UK Department for Transport
• Dr. Peter Burns, Chief, Human Factors and Crash Avoidance Research, Road Safety and Vehicle Regulations, Transport Canada
• Tara Hairston, Senior Director, Technology Policy, Alliance for Automotive Innovation
• Greg Smith, Policy Analyst, RAND Corporation
Panel Two will discuss the impacts of new AI governance models and important questions policy makers are asking. How will governance models shape transportation of the future, especially safety, privacy, sustainability, land use, and equity impacts? Will Vision Zero be achieved? Is the surveillance state complete with the alliance of tech and government in AVs? Will benefits be universal or disparate? Can the technology be democratized?
Moderator: Ellen Partridge, Senior Legal Advisor, Mobility Innovation, Equicity
• Dr. Michael Braisher, Head of Innovative Mobility, International Vehicle Standards, UK Department for Transport
• Karla Quintero, Senior Research Engineer/Systems Engineering Architect, IRT System X, France
• Sarah Puro, Vice President, Safety and Technology Policy, Alliance for Automotive Innovation
• Dr. Abby Morgan, Associate Engineer, Kittleson & Associates
Following the second panel, session participants will develop a debate side: Will AI mean “heaven” or “hell” for transportation? Each side will imagine the “heaven” or “hell” scenario and describe its rationale. The panel of experts will respond to the issues raised and discuss how governance models may impact the possible futures of the interaction of technology, infrastructure and human behavior.
Session Objectives
The goal is for session participants to learn about the AI regulatory landscape in the U.S., Europe, UK, and Canada and engage with experts about how new AI governance models will impact automated/autonomous vehicles and transportation. Participants will have an opportunity to debate whether AI will create a “heaven” or “hell” for transportation and identify key issues for policymakers.
