Biography
Fleming El-Amin is the Director for the Office of Planning within the Federal Transit Administration (FTA) Office of Planning and Environment, where he oversees administration of metropolitan and statewide transportation processes, planning discretionary grants, GIS data analysis and mapping, and travel forecasts submitted for evaluation and rating of capital investment grants. In this role he oversees 3 Divisions focused on planning and capacity building, systems planning and analysis, and implementation of planning grants. Fleming also oversees FTA’s Transit Oriented Development planning program, and manages the development of guidance, training, and technical methods to advance equitable multimodal transportation planning and capital project development. Fleming also manages delivery of planning technical assistance and oversight to ensure compliance with FTA’s
