Thomas Grogan brings a wealth of transportation analysis and research experience to the StreetLight team. He was the first private markets Solutions Engineer and now supports Strategic Partnerships. Prior to joining StreetLight, Thomas was a transportation economist at HDR, where he supported several USDOT projects, including the regulatory impact analysis for the Enhancing Airline Passenger Protections Act. Thomas has also performed research on the benefit capture in transit premiums for livability for providing guidelines to perform BCA for applications requesting funding from USDOT, and Federal transportation research on NCHRP behavioral counter measures study. He also performed economic analyses at the state and local level, including benefit-cost analyses for TIGER and FASTLANE grants, traffic and revenue forecasting, freight rail BCAs, economic impact analyses of transit stations, project delivery and schedule risk analysis, and public private partnership evaluations and advising. Thomas has a Master’s of Arts in Applied Economics and a Bachelor’s of Arts in International Studies from Johns Hopkins University.
