Tim Kelly
Timothy H. Kelly (Tim) recently retired after serving 37 years at the Metropolitan Transit Authority of Harris County (METRO). Tim began his career with METRO as a Police Officer. Working his way through the ranks of the Police Department to become Chief of Police. He also served the Authority in the role of Chief Safety Officer and Vice President of Public Safety before taking on his final role as the Executive Vice President of Operations, Public Safety and Customer Service.
As EVP, Tim had oversight of all direct interactions METRO has with their customers. These included Police; Bus, Rail & Paratransit Operations; Safety; Risk Management; Claims; Drug and Alcohol Program; Customer Service; and Emergency Management. With these responsibilities he managed a budget of $400 Million and a team of over 3,000 personnel, consisting of both union and non-union personnel.
Tim continues to expand and share his experience in transit, security, safety and leadership through his involvement with industry related organizations and by serving on Federal, State and Local working groups, panels, boards, and roundtables.

Transportation Fuel Resilience in Tampa Bay

Alexander Kolpakov
Center for Urban Transportation Research, University of South Florida
Alexander Kolpakov is a senior research associate at the Center for Urban Transportation Research, University of South Florida (CUTR). During his 17 years with CUTR, Mr. Kolpakov has been managing a wide variety of transportation-related research projects, focusing primarily on evaluating alternative propulsion technologies and fuels, researching vehicle automation technologies, performing economic impact analysis of transportation investment, as well as performing transportation policy analysis. In addition to his research position at CUTR, Mr. Kolpakov also serves as the coordinator of the Tampa Bay Clean Cities Coalition (TBCCC), a joint project with the U.S. Department of Energy with the primary objective of reducing petroleum use in transportation.
Mr. Kolpakov holds a Master’s degree in Economics from the University of South Florida (Tampa, FL), and a Bachelor’s degree in Business Administration from Chuvash State University (Russia).

Thomas Grogan brings a wealth of transportation analysis and research experience to the StreetLight team. He was the first private markets Solutions Engineer and now supports Strategic Partnerships. Prior to joining StreetLight, Thomas was a transportation economist at HDR, where he supported several USDOT projects, including the regulatory impact analysis for the Enhancing Airline Passenger Protections Act. Thomas has also performed research on the benefit capture in transit premiums for livability for providing guidelines to perform BCA for applications requesting funding from USDOT, and Federal transportation research on NCHRP behavioral counter measures study. He also performed economic analyses at the state and local level, including benefit-cost analyses for TIGER and FASTLANE grants, traffic and revenue forecasting, freight rail BCAs, economic impact analyses of transit stations, project delivery and schedule risk analysis, and public private partnership evaluations and advising. Thomas has a Master’s of Arts in Applied Economics and a Bachelor’s of Arts in International Studies from Johns Hopkins University.
