Rachel Maleh
Rachel Maleh is Executive Director of Operation Lifesaver, Inc., the national, nonprofit rail safety education organization based in Washington, D.C. Maleh has over 25 years’ experience in nonprofit management, communications, marketing, fundraising, organizational development, and leadership transition planning.
Prior to joining Operation Lifesaver, Inc., Maleh ran a communications consulting firm offering comprehensive nonprofit management services. Previously, she was Deputy Executive Director of the Greater Washington Region of the American Heart Association. Her experience also includes serving as Senior Advisor/Chief of Staff with the National Community Reinvestment Coalition in Washington, D.C.
Maleh has advanced degrees both in International Relations and International Communications from Boston University as well as a Master of Science in Marketing from Johns Hopkins University. She earned her Bachelor of Arts in Sociology and French from Hobart and William Smith Colleges.

MTA Long Island Rail Road's Strategic Approach to Managing Trespasser Risk

Lori Ebbighausen
Dr. Loretta "Lori" Ebbighausen is the Vice President and Chief Safety Officer for the MTA Long Island Rail Road (LIRR). Dr. Ebbighausen has been with the LIRR for over twenty years - nine of which with the Corporate Safety Department. Under her leadership, the LIRR strategically manages safety performance using a Safety Management Systems approach. The Corporate Safety Team's dedicated professionals collaborate with stakeholders focusing on the safety, health, and well-being of our employees, contractors, customers, and communities we serve. Safety is not just a priority at the LIRR, it is a core value. Every decision we make and every action we take is with the value of safety in mind. During her tenure, the LIRR has won numerous awards for safety emphasizing the importance of risk management, employee engagement, labor management partnerships, and community education and outreach.

Ed Abel, Jr.
Ed Abel, Jr. is the Director of Operational Safety for SEPTA. Ed has over 25 years of experience in the safety field. He has safety experience in general industry, construction and demolition. Ed also has safety experience working in refineries, chemical plants, and pharmaceutical facilities.
Ed has been employed at SEPTA for over 11 years and is responsible for the safe operation of the bus, trolley, and train fleets. He is also responsible for coordinating the training for the first responders on SEPTA’s various equipment. His department is in charge of keeping compliance with various regulations and interfacing with the FRA, FTA, emergency response agencies, and municipalities.
Ed has a B.S. from Peirce College and an MBA from Rosemont College. He has been a volunteer firefighter for over 30 years and an Emergency Medical Technician for over 25 years. Ed is married to his wife Jana and they have three teenage sons, two of which are volunteer firefighters as well.
