Session Description and Agenda
Description
Standardized and accurate first responder crash and interaction information sharing at the various levels of driving automation can provide the apples-to-apples comparison that the traffic safety community needs to conduct better data analysis and targeted education.
The target audience is comprised of IOO’s, ADS developers, solutions providers and the first responder/enforcement colleagues at the city or state levels, DOTs and NHTSA.
This is an interactive design thinking session which starts with the first responder community who ultimately hold the keys to driving and generating change in AV interactions and data acquisition at the local level. The first panel will set the stage by describing the current state of practice from their perspectives. The objective of the panel is to discover our 1st Responder’s lived experiences and characterize the successes, learnings, and future needs.

A moderated group think session to define and then vote on the top 3 needs/gaps for this year’s exercise, we will keep a running list for future sessions. The exercise will present a generic scenario that includes the lived experience characteristics presented in the opening panel.
Each table will have a piece of construction paper – Blue (police), Red (Fire), and Orange (EMS), representing each of the 1st Responder groups. All groups will represent Dispatch/CAD. Each table’s participants will vote from the lenses of the group their table was assigned.
We will use Mentimeter, or similar, to collect the group think and select the top 3.
We are aiming for 1 need/gap each for police, fire, EMS but don’t want to prescribe such. (30 min total: 20 mins of exercise; 10 mins voting/reporting out results).
We will be employing the "roses, thorns/buds" modality of moderation for this session.

The session will break into smaller breakout groups to ideate solutions and create action-oriented statements of how prototypes of their solutions could be implemented between now and ARTS25.
Groups will assemble into the three color-coded first responder lenses used in the previous session (Blue, Red, Orange) and attendance. Group leaders will oversee the breakouts. Groups will self-select a spokesperson to deliver to the larger group. (45 min)

Session Objectives
The overarching goal with this session is to create sustainable participation by our first responder community at ARTS...every year. Standardized first responder interactions and accurate crash and interaction information sharing at the various levels of driving automation can provide the apples-to-apples comparison that the traffic safety community needs to conduct better data analysis and targeted education. The target audience is comprised of IOO’s and their first responder/enforcement colleagues at the city or state levels, DOTs and NHTSA.
Attendees would benefit by being informed of current first responder interaction protocols and the state of documenting AV crash and interaction reporting; joining a national dialogue of the traffic safety community’s current and future needs regarding documenting AVs in reports; and starting/joining a community of practice or connecting existing communities of practice on safe and effective integration of AVs into the transportation system.
